EWDD, in partnership with LA City Department of Aging (LADOA), has released this Request for Quotes (RFQ) to seek qualified consultants to develop and implement a strategic plan to provide job training opportunities to Older Adults. This effort is pursuant to the Workforce Development Board (WDB) Program Year 23 Annual Plan (Strategic Initiative No. 11), and the Mayor Karen Bass’ Executive Directive 17.

The scope of work includes, evaluating the effectiveness of current employment practices for older adults, developing an employer outreach toolkit, researching national best practices, and establishing new partnerships. The term of performance shall be twelve months, beginning May 1, 2023, through April 30, 2024. Please review the 2023 Workforce Strategy for Older Adults RFQ Memorandum for general information.

This Request for Qualifications (RFQ) is soliciting proposals from organizations that have demonstrated ability in providing one or more of the three Hire LA's Youth tiered services, as described in Section 3, "Hire LA's Youth System Services" of the RFQ package. Proposals will be accepted from any private for-profit agency, private non-profit organization, government agency, or educational institution that can successfully demonstrate the capacity to provide the services identified in this RFQ.

The RFQ process is open to current EWDD Hire LA contractors and qualified organizations that have not previously contracted with EWDD. Organizations must demonstrate a strong understanding of the local workforce system, employer base, and challenges to youth ages 14 to 24. The proposer must also demonstrate that it has previous experience performing the proposed services for a minimum term of two consecutive years within the six months preceding the proposal's due date. Successful proposers will be placed on a pre-qualified list and can be contracted with the City of Los Angeles, Economic and Workforce Development Department.
