The City of Los Angeles Economic and Workforce Development Department seeks a qualified consultant to research and develop a Technical Assistance Training Program Components and Curricula for the Legacy Business Program.

Small businesses that have operated for many decades across Los Angeles are critical to our local economy. The goods and services offered by such businesses attract tourists or visitors seeking a distinctive experience in Los Angeles. In many cases, these businesses are also the local anchors that entice nearby residents to shop, dine, or play in their neighborhood commercial districts, creating economic energy and pedestrian-level vitality that spills over to other nearby businesses. The purpose of the Program is to celebrate, advocate for, and retain businesses which contribute significantly to the City’s historic, cultural, economic, or social identity.

A “Legacy Business” will be defined as a business that has been in operation for 20 years or more within the same community, and which meets three of the following four criteria:
  • contributes significantly to its community’s history or identity
  • sustains and cultivates distinctive cultural traditions or practices
  • business is not franchised or affiliated with a national corporate chain
  • provides vital goods and services in a language and manner that is culturally accessible to the community

This Request for Quotes (RFQ) is intended to procure a qualified consultant to assist the City’s Workforce Development System (WDS) in developing a visionary five-year workforce development strategic plan.

The EWDD, in partnership with the City’s Workforce Development Board and the Mayor’s Office of Economic Opportunity, is seeking a qualified consultant to develop a workforce development five-year strategic plan. The goal of the strategic plan is to better align WDS resources and strategies to successfully connect Angelenos to thriving jobs in strong or growing sectors. The plan will determine future workforce growth and needs; identify gaps in skills and training between the present and future; implement solutions to prepare residents for the ever-changing workforce; and ensure communities are not left behind in new and advancing workspaces.

The term of performance shall be nine months, from September 1, 2023 through May 31, 2024.

This Request for Qualifications (RFQ) is soliciting proposals from organizations that have demonstrated ability in providing one or more of the three Hire LA’s Youth tiered services; entry level, emerging level, and advanced level, as described in Section 3 of the RFQ package, “Hire LA’s Youth System Services.” Successful proposers will be placed on a pre-qualified list and can be contracted with the City of Los Angeles, Economic and Workforce Development Department (EWDD) for the delivery of services.

With a focus on youth with multiple barriers, the Hire LA’s Youth system seeks to collaborate with public and private agencies whose values, goals, and objectives are aligned. In order to accomplish the vision that all L.A. youth are connected to education and employment matching their level of need, successful proposers will be required to collaborate, partner, and cooperate with system partners who can provide participants paid work experience and basic support services on a tiered program approach. All Hire LA Youth Programs will be required to demonstrate the ability to provide services at one or more youth tiers based on their capacity to offer more intensive or less intensive workforce development services. Providers, partners, and youth will be categorized by tiers and connected to one another according to the defined services and needs at each tier.
