The purpose of this Request for Proposals (RFP) is to solicit proposals from organizations interested in operating a City of Los Angeles (City) Day Labor Resource Center.

Day laborers are people who solicit employment on a daily or temporary basis. They often wait for employment on street corners, in parks, or in parking lots of home improvement stores or gardening supply businesses. Day laborers are mostly male immigrants who lack English language skills, some lack work permits and are homeless or ex-offenders, and casual day labor is the sole employment option for these individuals. To address the needs of these individuals and the surrounding community, the City has established centers where day laborers can safely congregate and employers can conveniently hire.

Proposers' Conference

A proposers’ conference is scheduled to review the RFP document, discuss requirements and answer general questions. City staff will not provide assistance regarding specific, individual submissions. All prospective proposers are required to RSVP for the conference by email. Please bring your own copy of the RFP as copies will not be provided.

Technical Assistance

Technical assistance is open beginning Wednesday, January 29 through Friday, February 14. All technical assistance questions must be submitted by e-mail only. Please identify the RFP title on the subject line of your message. The proposer’s question must identify the page and section of the subject matter.

Mandatory Notice of Intent to Submit Proposal
