The City of Los Angeles Economic and Workforce Development Department is seeking proposals for the development of a vacant parcel of land situated on approximately 88,000 square feet located at the southeast corner of 94th and Broadway in the Southeast Los Angeles Community Plan Area. The selected proposal will include a development of the land to a variety of retail, food and housing establishments that will create an economically self-sustaining facility that will support the local, sustainable food economy and facilitate collaboration. The City is eager to review proposals from developers that are willing to design, build, and market the parcel of land in the most creative way to capitalize on its use. The most qualified projects will incorporate a strong understanding of the unique urban fabric that make up this neighborhood. The project should maximize community benefits and be financially feasible.

Google map street view of the 94th and Broadway Opportunity Site In addition to standard EWDD requirements, proposals should include community benefits which will enhance the existing Broadway Manchester Redevelopment Project Area of Los Angeles community. While the preferred development for this parcel are market rate housing, a food hub, a grocery chain, or a retail establishments, it is important that proposals indicate how each specific proposal for its utilization supports and enhances the economic and business development benefits to the community as a whole.

EWDD seeks to promote the economic well-being of Los Angeles, increase job creation, potentially provide market rate housing, and/or retail development that meets the needs of the community, and improve the quality of the environment. The RFP reflects the concerted effort of the City and the community to meet these major development goals that integrates local identity with a sense of place through appropriate scale, density, land use, and sensitive urban design.

Business Inclusion Program (BIP) and Outreach

The BIP outreach is performed through the Los Angeles Business Assistance Virtual Network (BAVN) system, accessed by going to www.labavn.org. Registration is required to access the BAVN system. A proposer’s failure to comply with the BIP outreach documentation requirements will render the bid non-responsive and will result in its rejection.

Mandatory Notice of Intent to Submit Proposal

In order to more efficiently manage the number of potential respondents to this RFP, submission of the “Notice of Intent to Submit Proposal” form is mandatory. The form must be submitted by email, using the name of the proposing organization and the name of this RFP in the email subject line.
